Introducing the Support at Home Program
The Support at Home (SAH) program delivers government-funded aged care services to help older people stay at home for longer. On November 1st 2025, it replaced the Home Care Packages and Short-Term Restorative Care with a single, simpler system for in-home aged care.

Why this program matters
The Support at Home program is built on a foundation called the Wellness and Reablement Approach. The goal of this approach is to give you greater freedom and control over your own life and the services you receive.
For many older Australians, staying at home is not just preferred, it’s vital. We believe you deserve to feel safe, supported and connected in your daily life.
At Allcare, we combine our strong community roots (since 1986) and our personal local approach with this national program — meaning you get both local care and government-backed support.
Which Support at Home Category Do You Fall Under?
Support at Home (SAH) will change in-home aged care for the better. But these
changes mean that you will now be considered as one of three types of clients,
depending on your situation.
Grandfathered
HCP Clients
This is if you had a Home Care Package (or at least assessed as eligible) as of 12 September 2024.
Transitioned
HCP Clients
This is if you only had HCP between 13 September 2024 and 31 October 2025. When SAH starts on 1 November 2025, you will automatically become a SAH participant.
Support at Home Participants
This is if you are assessed or granted aged care support from 1 November 2025 onwards.
Funding
Your funding classification is set through an aged care assessment.
Under the old Home Care Package program, there are four levels of funding. The new Support at Home program introduces eight funding classifications, with each annual budget allocated in quarterly amounts.
Package Levels

- 4 levels become 8 classifications of funding.
- More options make budgets more targeted.
- Reduces unspent funds.
- Makes more packages available.
New package levels will be introduced, as shown in the table on the left, with Support at Home. While anyone who joins SAH from November 1 2025, will only have the 8 classifications, any current HCP clients (grandfathered or transitioned) will still be on their same level of funding.
People who currently have a Home Care Package will not need to be re-assessed and will continue to receive the same level of funding as they do now.

Our Care Partners provide expert guidance in navigating the Support at Home program, developing care plans, managing budgets, and connecting clients with trusted services — all while maintaining the highest standards of compassion, communication, and professionalism.
They are always available to support you — our Care Partners personally answer the phone and are happy to meet at our Toukley office or visit you in your own home, ensuring genuine connection and continuity of care.
